Hong Kong Authorities Confirm 2026 Year-End Target for Comprehensive Crypto Licensing Framework
Authorities in Hong Kong have restated their commitment to unveiling a comprehensive crypto licensing framework by the conclusion of 2026, encompassing four distinct digital asset service categories.

Authorities in Hong Kong have restated their commitment to introducing an amendment bill by the conclusion of 2026 that will create licensing frameworks for digital asset trading platforms, custody solutions, advisory functions, and management services, forming a key component of the territory's comprehensive crypto licensing legislation.
During a policy briefing held on Monday, Christopher Hui, who serves as Secretary for Financial Services and the Treasury of Hong Kong, confirmed that the administration will introduce an amendment bill "within this year" designed to create an extensive regulatory framework for digital asset operations, as indicated in an official statement issued by the Hong Kong government.
According to the secretary, the proposed amendment bill that will address the four service categories represents a response to the "innovative developments" occurring within the financial technology sector.
Earlier in January, Hui disclosed that regulatory authorities were preparing to introduce a draft proposal concerning crypto asset regulation prior to the close of 2026. He additionally noted that the Hong Kong Monetary Authority (HKMA) had commenced the review process for license applications submitted by stablecoin issuers.
During April, the HKMA issued its inaugural stablecoin issuer licenses to Anchorpoint Financial and the Hongkong and Shanghai Banking Corporation.
