Russia's FSB Issues International Warrant for Telegram's Pavel Durov on Terror Charges
Pavel Durov, the founder of Telegram, is now subject to an international arrest warrant on terrorism-related charges issued by Russia's FSB, according to recent announcements, as he continues to face separate legal proceedings in France.
The founder of the Telegram messaging platform, Pavel Durov, has been added to an international wanted list by Russian authorities as they intensify criminal proceedings that accuse him of enabling terrorist activities through his platform.
According to a report from local news agency Interfax on Wednesday, Russia's Federal Security Service (FSB) announced it had brought charges against Durov for enabling terrorist activity and has issued a warrant for his arrest at the international level.
According to the FSB's allegations, Telegram did not take action to delete channels, chats and bots that were being utilized by Ukrainian intelligence agencies, terrorist organizations and extremist groups to plan attacks, recruit members and carry out cyber fraud operations.
This latest action comes after reports emerged in February indicating that Russian authorities had initiated a criminal case targeting Durov. When those reports surfaced, Durov acknowledged the existence of the case through a post on X and criticized Russian authorities for using the investigation as a tool to put pressure on Telegram, stating:
"Each day, the authorities fabricate new pretexts to restrict Russians' access to Telegram as they seek to suppress the right to privacy and free speech."
In addition to the Russian case, Durov continues to be the subject of a separate criminal investigation in France concerning allegations of illegal activity taking place on Telegram, though French authorities have since removed travel restrictions that were previously imposed, permitting him to depart from the country.
