Trump Administration Pledges September Push to Pass CLARITY Legislation

White House digital assets official Patrick Witt confirms ongoing Democratic negotiations ahead of Senate's scheduled September vote on CLARITY Act.

The administration of US President Donald Trump maintains its determination to secure passage of the CLARITY Act during September, even as the Senate opted to postpone deliberations until its August recess concludes, the White House's leading cryptocurrency policy adviser has confirmed.

On Tuesday, Patrick Witt, who serves as executive director of the President's Council of Advisors for Digital Assets, stated via X that negotiations with Democratic lawmakers would persist "all the way up until the September vote," while emphasizing that "we also can't afford to wait forever."

A cloture vote on the legislation is scheduled for the Senate in mid-September, representing a procedural measure that necessitates 60 votes for CLARITY to move forward to a final voting stage.

The proposed CLARITY Act seeks to create a comprehensive federal market structure framework for digital assets, encompassing regulations that determine whether crypto tokens are classified under securities or commodities legislation and establishing how trading platforms must operate under regulatory oversight.

Multiple points of contention continue to lack resolution as the September vote approaches. Senate members have not yet revealed a compromise addressing Democratic insistence on more stringent ethics provisions aimed at Trump-associated crypto business interests. Additionally, banking industry representatives have advocated for modifications to regulations that might permit companies to distribute rewards to individuals holding stablecoins.
