Malta becomes first nation to offer free ChatGPT Plus to citizens through OpenAI partnership

In a groundbreaking collaboration, OpenAI has joined forces with Malta's government to provide every citizen with complimentary ChatGPT Plus access for a full year once they finish an AI literacy training program, representing an unprecedented deal at the national level.

In a historic announcement, OpenAI and Malta's government have revealed a pioneering collaboration to distribute ChatGPT Plus access across the entire Maltese population, representing an unprecedented instance of a national government entering into such an arrangement with the artificial intelligence firm.

Through this initiative, citizens completing a government-endorsed AI literacy training program will be granted complimentary ChatGPT Plus subscriptions lasting one year, as OpenAI revealed on Saturday. The educational program, created in collaboration with the University of Malta, addresses fundamental topics including AI's nature, its capabilities and limitations, and proper usage guidelines for both personal and professional contexts.

Distribution to qualified participants will be overseen by the Malta Digital Innovation Authority when the initial phase begins this month, with plans to scale the programme progressively as additional residents and citizens living overseas finish the course requirements.

OpenAI partners with governments worldwide

This agreement represents the most recent development under OpenAI's comprehensive OpenAI for Countries initiative, which facilitates collaboration between the company and national governments to transition from preliminary AI exploration to widespread national implementation. Rather than following a one-size-fits-all approach, the programme is customized to align with each nation's specific objectives, encompassing sectors such as education, workforce development and government services.

In the previous year, OpenAI established a partnership with Estonia's government to grant all secondary school students and educators access to ChatGPT Edu, a specialized version of ChatGPT designed specifically for educational institutions. The company has additionally introduced "OpenAI for Greece" through a collaborative agreement with the Greek government.

According to Cointelegraph's reporting, OpenAI has furthermore entered into an agreement with the US Department of Defense to implement its AI models on classified military networks.
