Hong Kong Introduces Round-the-Clock Tokenized Settlements, Announces Stablecoin Testing Program

The city-state activates continuous tokenized settlement capabilities through its EnsembleTX infrastructure and announces plans for regulated stablecoin testing, while HSBC discloses that RedCoin has attracted 50,000 users.

The financial hub of Hong Kong has extended its Project Ensemble initiative to enable continuous, 24-hour settlement capabilities for tokenized transactions, while the city's banking authority prepares to incorporate regulated stablecoins into experimental programs featuring tokenized government securities.

The Hong Kong Monetary Authority (HKMA) announced on Monday that its EnsembleTX initiative had progressed to a new phase enabling continuous real-value transaction processing. According to the HKMA, this enhancement will facilitate financial institutions and their customers in transferring capital internationally, administering tokenized investment portfolios and conducting treasury functions beyond traditional settlement timeframes.

Banking institutions participating in the program initially processed payments via Hong Kong's current dollar settlement infrastructure, which imposed restrictions on settlement operating hours. At the launch of real-value testing in November 2025, the HKMA indicated its intention to deploy tokenized central bank currency to enable continuous settlement capabilities.

The HKMA initiated Project Ensemble in March 2024 as an exploratory framework for how financial institutions might settle tokenized transactions utilizing wholesale central bank digital currency. The authority opened a sandbox environment in August of that year, enabling banks to integrate their tokenized deposit systems and conduct test transactions.

During remarks delivered at Hong Kong FinTech Week on Monday, HKMA Chief Executive Eddie Yue explained that the authority was deploying tokenized central bank money to serve as a "foundation layer" enabling continuous settlement operations. He noted that tokenized bonds, money market funds and bank deposits were currently in active use within the system.

The HKMA additionally disclosed that recognized dealers had successfully executed secondary-market test transactions involving tokenized Exchange Fund Bills, which represent a category of short-term government debt instruments issued by the regulatory authority. The organization intends to broaden these experimental programs to incorporate regulated stablecoins.

HSBC's RedCoin reaches 50,000 users

In a separate development, HSBC Group CEO Georges Elhedery disclosed at Hong Kong FinTech Week that the financial institution's newly introduced Hong Kong dollar stablecoin, RedCoin, had attracted 50,000 users approximately 10 days following its launch.

"We have 50,000 users," Elhedery said, adding that HSBC was targeting "multi-million users" as it expands access to the token.

The introduction of RedCoin extends stablecoin functionality to retail payment applications, whereas the settlement activities under Ensemble have concentrated on transactions between financial institutions and tokenized investment products.

Elhedery indicated that HSBC was additionally providing tokenized deposit services to institutional clients in Hong Kong along with approximately half a dozen additional jurisdictions, enabling continuous capital movement throughout the day.

The financial institution introduced RedCoin on Oct. 23 for peer-to-peer transfers and retail merchant transactions via its PayMe platform. HSBC indicated that over 3.3 million PayMe account holders would have the capability to enable stablecoin wallet functionality to utilize the digital token. The bank also has plans to integrate the stablecoin within its mobile banking platform and enable purchases of tokenized investment vehicles, including a Hong Kong dollar money market fund share class.

HSBC was among the first financial institutions in Hong Kong to receive stablecoin issuer licensing in April alongside Anchorpoint Financial, an enterprise supported by Animoca Brands and Standard Chartered. The city's regulatory licensing framework, which became effective in August 2025, mandates that issuers comply with requirements governing reserve backing, redemption processes and risk management protocols.
