Final GENIUS Act regulations to be released by November, OCC leader confirms

The head of the US Office of the Comptroller of the Currency, Jonathan Gould, announced the regulatory body is on track to start reviewing stablecoin issuer applications beginning in 2027.

The head of the Office of the Comptroller of the Currency, Jonathan Gould, announced that finalized regulations governing the rollout of payment stablecoin legislation would be published by his agency no later than November.

During his address at Wednesday's Wyoming Blockchain Symposium, the regulatory official stated that in the wake of the Office of the Comptroller of the Currency's (OCC's) draft proposal for implementing the Guiding and Establishing National Innovation for US Stablecoins (GENIUS) Act, the OCC plans to publish completed regulations prior to the law taking effect in January 2027.

According to Gould, the OCC "will have a final rule out by November" after the regulatory body reviews and incorporates industry feedback received following the publication of its preliminary regulations in February. The comptroller further indicated his anticipation that the agency would be prepared to start accepting and reviewing applications from prospective stablecoin issuers beginning in 2027.

Enacted into law in July 2025, the GENIUS Act seeks to establish a comprehensive regulatory structure for payment stablecoins within the United States, mandating that various federal agencies responsible for overseeing these financial products develop specific guidelines, including the OCC, Treasury Department, Federal Deposit Insurance Corporation (FDIC) and the Federal Reserve Board.

Despite the OCC advancing its comprehensive 376‑page draft proposal for GENIUS implementation in February, federal regulatory bodies face a Jan. 18 deadline to complete their rulemaking processes before the statute becomes operational. Multiple regulators have already issued preliminary proposals and gathered input from the public regarding GENIUS implementation, yet failed to publish finalized regulations by July, which may lead to regulatory ambiguity for entities seeking to issue stablecoins.
